      • OSC and PPR proposal processes share a requirement to have Comments for PI and Internal Comment from the Allocate phase. Only the PPR proposal process defines the super TAC comments.
    • Unless this is part of the "Proposal Summary" defined in 2.1.2.5.2 of the Conceptual Architecture already, though it seems to unnecessarily duplicate data
