    • OSC and PPR proposal processes share a requirement to have Comments for PI and Internal Comment from the Allocate phase. Only the PPR proposal process defines the super TAC comments.
    Unless this is part of the "Proposal Summary" defined in 2.1.2.5.2 of the Conceptual Architecture already, though it seems to unnecessarily duplicate data
