      • Algorithmic modification with Observation Planner is a Science Target List action that will overwrite all OSDs in an Allocation Disposition
        • Give scheduler access to Observation Planner algorithms and the Calibration and Scheduling Strategies
      • Manual modification is at the OSD level and its subset of STs
        • always sets the needsManualConstruction flag to True
        • Complete manual control of select parameters (will iterate with schedulers to sort of exactly which ones they need)
      • Facility Specialization
        • Scheduler tools are specialized per facility, which should be natural extension of the Allocation Version requiring a facility.
