VLA Standard Pipelines change CASA version at configuration boundaries.

Justification

Avoiding processing different EBs from the same project with different versions means that the VLA standard capabilities should be switched at the time of the move between configurations.  All PI driven requests will use the same CASA version (regardless of if the are ALMA or VLA).
