    • Use Case: We have developed a new Prioritization algorithm and want to use it in an upcoming Solicitation. We do not want any active (or past) Solicitations to be disrupted or modified.
    • Use Case: a downstream system provides validators (e.g., VLA's schedule block validators), we want to ensure that inactive and active Solicitations properly function despite new releases of the downstream systems.
