One source of these problems is that the pre-normalization check doesn't consider the 'closed' flag in the database, which is what is typically used when a reviewer drops out. Proposed fix:

The completion flags can be wrong due to other reasons, a script to bulk-set the necessary flags for all reviews of a particular SRP member would simplify this process. Proposed Fix:
